No, they are separate. The eVOA is your entry visa to Indonesia. The Bali Tourism Levy is a separate IDR 150,000 (approximately $10 USD) fee charged by the Bali provincial government. We do not collect or process it. Pay it directly at lovebali.baliprov.go.id before you fly, or at DPS on arrival.
